Cobo Launches Adoption Clearing Layer: Open to Public Chains, Stablecoin Issuers, and Payment Institutions
April 16, 2026
Connecting ecosystem incentives with institutional payments to build a real-transaction-based stablecoin payment network, with per-transaction incentives of up to 15 basis points (bps).
SINGAPORE — April 16, 2026 — Cobo, a leading provider of digital asset wallet and payment infrastructure, today announced the launch of the Adoption Clearing Layer (ACL), now open to public chains, stablecoin issuers, and payment institutions, offering per-transaction incentives of up to 15 basis points (bps). Launching with inaugural partners Aptos and Morph, Cobo aims to connect blockchain ecosystem incentives with institutional payment demand, and invites ecosystem partners to jointly build a growth loop anchored in real transaction activity.
"The global payment industry has long been constrained by high switching costs and fragmented liquidity, while ecosystem incentives have often struggled to translate into lasting adoption," said Alex Zuo, SVP of Cobo. "The ACL directly connects ecosystem incentives with institutional payment demand. We look forward to working with more partners to build a stablecoin payment network grounded in real transactions."
Structural Mismatch Between Incentives and Transactions
Blockchain ecosystems continue to invest heavily in driving adoption, yet a persistent mismatch exists between incentive allocation and real transaction demand. Ecosystem builders struggle to distinguish genuine transaction activity from artificial volume, limiting the efficiency of capital deployment. At the same time, payment institutions expanding to new chains face significant integration costs, gas management complexity, and liquidity migration burdens — making it difficult for institutional-scale transaction volume to take root in emerging ecosystems.
As a neutral clearing layer connecting blockchain ecosystems (supply side) with institutional payment clients (demand side), the ACL uses a standardized mechanism to tie ecosystem incentive budgets directly to real payment volume, enabling measurable on-chain growth at institutional scale.
Multi-Chain Routing and Automated Incentive Settlement
Built on Cobo's payment infrastructure, the ACL provides multi-chain payment routing and automated incentive settlement capabilities. Its smart routing system automatically selects the most cost-effective and fastest blockchain path for settlement, eliminating operational complexity around gas management and multi-chain integration. This enables institutions to dynamically allocate transaction flows across different blockchains without added operational burden.
Incentives are directly tied to actual settlement volume and settled on a transparent, monthly basis — with rebates of up to 15 basis points (bps) per transaction. All data is verifiable on-chain, ensuring every incentive payout corresponds to genuine payment activity.
Open to Three Types of Partners
The ACL is open to three categories of ecosystem participants:
Public Chains and Ecosystem Projects: Deploy ecosystem budgets directly into real payment scenarios through the ACL, distributing incentives on a performance basis to maximize capital efficiency and actual adoption outcomes.
Stablecoin Issuers: Leverage Cobo's institutional distribution network to channel incentive budgets into active payment use cases.
Payment Institutions, Acquirers, and OTC Platforms: Integrate into emerging ecosystems at zero migration cost, route existing transaction traffic to target chains, and convert routing costs into a sustainable revenue stream.
The ACL launches with Aptos and Morph as its inaugural ecosystem partners. Cobo is actively expanding its ecosystem partnerships and welcomes public chains, stablecoin issuers, and payment institutions to join.
